Yes, that's what's driving this. A UNC alum wanting to destroy the ACC I fail to understand any other motivation for adding mediocre (in football) filler, small-TV-market programs like UNC and Virginia. UVA, I am not sure about. It's a very good academic school though IIRC, and I'm sure they have alum all over VA, including Richmond to Norfolk to the suburbs of DC. Sportswise, UVA is certainly better than Rutgers and I think they have a loyal following, but overall meh. UNC is also an excellent academic school I believe. They are located in that Greensboro/Raleigh/Durham area which is quite populated, but obviously not really a major market (Raleigh-Durham is 47th largest metro). But again its a state school and I'm sure has pull across NC, including Charlotte. Sportswise, UNC basketball would be a huge get, and UNC football can be good. I wonder if having members in VA and NC would do anything to help recruiting in the SE for the rest of the conference.
