this is exactly what i would anticipate happening. a development that big would require infrastructure updates, and typically they are paid by the entity proposing the development. But in this case, where the landmark tenant is as large as an NFL franchise, federal, state and city will likely foot the bill somehow. But at least those improvements will benefit more then just the Bears, hopefully
