Just guessing, but I'm assuming that's due to a lack of terrible teams on Texas's schedule, while Cincy and TCU had a handful. That's not to say it's not meaningful, but it doesn't mean as much to me as if Texas played a bunch of good teams, while Cincy/TCU were playing mediocrities. most of Sagarin's formulas are a mystery, but he ranks them thusly (on SOS): Texas - 44th Cincinnati - 63rd TCU - 84th Other BCS Bowl teams: Alabama - 20th Florida - 27th Oregon - 4th Boise State - 98th Ohio State - 59th Ga Tech - 25th Iowa - 49th
