They'll need fans in the stands to stay solvent. Not if they can pay poor college students desperate to play football (and audition for the NFL) pennies to do so. gimmick leagues have never had trouble acquiring labor, it's selling the product that has done them all in repeatedly. You need to sell tickets to do that.
