My guess (and its only a guess) is that the crackdown has already claimed or had an effect on the majority of violators. I remember last year, late into the season, a report from ESPN that Bonds still hadn't been tested despite the fact that the Giants had been tested twice by MLB. While I understand that players on the DL are still subject to testing, I don't know how that is reconciled with players that are prescribed steroids as part of their recovery. It seems like a built in defense, and terribly convenient for Bonds and baseball. You may be right. Perhaps my idea of violators is skewed by they lack of hulk-like behemoths like Bonds. However, I think there is now too much to lose for a massive number of players to be in violation. Then again, I'm the one who thinks Steve Stone is generally dead on, so...
