I *think* Bruce confirmed that Maddux had at least a limited no-trade clause, the details of which are unknown. It's also not know whether the NTC would apply during the option year. I think it's possible that he could waive it (if it applies in the first place), but I'd think it would have to be for very specific circumstances.
