Aren't there high school players who just have it done to get it over with? I think I've heard stories like that in the past. i don't think that anybody gets it done when their UCL is totally healthy, but i do think there are pitchers who will get the surgery done even though the doctor's recommended course of action is rehabilitation. it's also a surgery that is not really worth it unless you've got plans to play in college on a full ride, or play professionally. IIRC, it's more than $10,000 to get TJS. but as for the original question, 19 years old is not young to get TJS, and numerous high school draftees every year have had it done.
