Forum Shuffle 2.0

Okay, now that we're out of the woods on a few things, I've moved the social forum up the ladder and all verified members can see it. It is still invisible to guests and provisional members (anyone with under three posts), which I think is the correct way to go with that. Someone should have to post a couple pieces of non-troll commentary before gaining access to that forum.

I've moved some of the lower-trafficked forums below the featured blog post.

Looks much better now!

Nitpicking here, but the top group of forums is under a "North Side Baseball" category header and the group of forums all the way at the bottom is under a "North Side Baseball Forums" category header.  Maybe that group at the bottom needs a different category name?
