I'm not sure taking five minutes to research a couple top prospect lists would require either step.

We need decisions about Olivera and Kang, both.

 

I'd say both should be eligible for the minor league draft. As such, I'd think Kang wouldn't be eligible for waivers yet. But I don't feel strongly one way or the other.

If Olivera in prospect eligible, then Kang would be as well. I guess I don't have strong feelings either way.

 

But if we're going to treat them like major leaguers, then they should have the same rules as other major league IFAs, which means you have to keep them in the majors unless they get put into the minors. Drafting or picking a 28-year-old IFA and putting him in the minors seems like a silly place to end up as a rule.

 

So they're either both eligible for this draft or both are major leaguers, and can be signed by anyone, but can't be stashed in the minors. Those are the options I'd suggest.

I don't have feelings either way but if I were to choose make them eligible for the minor league draft (too late for the major league draft and does not make sense for waivers unless they are not picked in the minor league draft)

Do you mean Yasmany Tomas? He was drafted in the major league phase of the draft so he has to be kept on the major league roster for the year.

For the major IFA guys like Castillo and Tomas, we've made the ruling in the past that those players have to be kept on the major league roster if they're picked in the major league draft. For other guys (like if Rodon were drafted in the major league draft), they are lost if they don't begin on the major league roster.

Alright, I'll make a ruling so that things can move along.

 

Olivera and Kang are eligible for the minor league draft and since they have no MLB at bats cannot be drafted until after the minor league draft is complete.
