After the major league draft, you can add and drop at will - you must establish a legal roster prior to making any trades, however.

I think there's one logical exception to this. If a person's roster is illegal prior to a trade, but the trade itself would make the roster legal (for example, a player is one above the limit but would be trading two players for one) then I think it should be allowed.
