Lets say the Cubs don't tender him arbitration and then he eventually leaves the Cubs. As a free agent, wouldn't the Cubs have an opportunity to resign at a lesser value-- if say no other teams show an interest in him? Unlikely maybe but is that possible?

It's possible, yes. Once he is officially not tendered a contract by the deadline (11 PM CT tonight), he's a free agent, permitted to sign with whatever team he likes. If that ends up being the Cubs, there's no rule against it.
