I don't think so. I believe Shaw was still #1, he didn't graduate from the system yet, when Horton was called up.
But, they were the top prospect playing in the minors when they were each called up.

Rogers and Pomeranz are the only ones who pitched yesterday and today, so the bullpen is OK for tomorrow. Still would be nice if Rea and Brown could take care of it.

He's gone 5 innings in his last two starts and had his best game the start before the last one. Not much, but it's something to build off of.
I'm guessing the coaches must have seen some progress outside of stats.
With his history innings are an issue. Yeah, the process is more nuanced now than a flat old school shutdown.
I also had the same thought on his schedule. August 18th, September 1st then take it start by start.
