I really don't think Prior will end up with the Reds. In reality, where he ends up could be a wide open field. There's a couple of things to think about. He's refused the Cubs 2 yr offer because either he wants out of Chicago or he doesn't want to give up years of free agency. If he just wanted out of Chicago, all bets are off on the type of contract he'll be looking for. If it's the latter, then he'll take the best one year deal he can get. Of course, a wild card could be if a team were willing to risk a 3-4 year deal at decent money around 6-8 million per season. I think the Padres are the most likely team to get him. They would likely be willing to risk the one year deal considering they would be the front runner to sign him after he rehabs. Furthermore, Prior might be willing to take less to rehab with them as he would be close to home. As far as a team throwing a crazy multi-year deal at him, look at teams desperate for pitching who would have to risk the dollars to get a pitcher of his caliber. He would become a high-risk, high reward type move. Teams like that could possibly be the Royals, Rangers, Orioles, and Astros. The Reds could be in this group as well.
