I have noticed there are quite a few teams that have players on their minor league rosters that are not eligible for the minor leagues. In order to be able to place a player on the minor league roster, that player must be one of the following: 1. Actually be playing in the minor leagues. 2. Have less than 130 AB (position players) or 50 IP (pitchers) in the majors. You have players on your minor league roster that do not qualify under the above two options, you must move that player to your major league roster or release that player. For example, I have Scott Thorman on my minor league roster. At the beginning of the season he had a total of 128 AB in the major leagues which made him eligible for my minor roster. After this week, his AB are now at 138 so I must now move him to my major league roster or release him. I believe this is the way the minor rosters are supposed to work. Someone correct me if I am mistaken.
