Presumably they will not participate, or effectively abstain. With normal situations this would create a perception problem where a leader would not have the support to maintain control, but Sepp and Fifa don't operate normally. This would reduce the quorum but probably increase his percentage of the votes, and that would make him happy. My guess is Blatter has the votes in the bag and doesn't give a [expletive] about what UEFA thinks.

The western part of UEFA members weren't going to vote for Blatter anyway, and Russia will ignore any boycott and vote for Blatter.
