That's a little misleading because up until recently, I believe, each region had the top 1/2 of it's bracket one place and the other half somewhere else. Every site contained either a 1-16 or 2-15 matchup. It's obviously not gonna happen in those situations, as only 1 two seed has ever lost. This year, Tampa and Denver were the only sites where the lower seeds even had a shot to pull that off. Raleigh, Little Rock, Omaha, and Anaheim all had the 1-16 games. Birmingham and DC had two 2-15 matchups. maybe, but it wasn't 8-9 matchups either. Tampa had two 5-12's and two 4-13's
