doesn't mean he wasn't smart enough to And so far we're seeing nothing that shows that "smartness" = better control pitcher. i think the idea is that being smart helps a guy who gets by on movement and command, not that it helps him have those traits. it helps him use his pitching repertoire, doesn't help his actual repertoire. i think pitching in general (especially with stuff that isn't all that overpowering physically) is cerebral enough that this is a reasonable thing to think.
