Yes, that's what it means. No, it doesn't depend on that. That affects the minor league phase of the Rule 5 draft. I agree.

    Floyd is basically Juan Pierre, but he's not fast and he takes a couple more walks. Cliff Floyd is a corner outfielder who offers absolutely nothing but his bat and he has a .386 slugging percentage!!!!!!!!!!!!!!!!! To put that into perspective, Ryan Theriot is slugging .369!!!

Yes, it does go from worst to first and then flip leagues, but only in terms of determining which is the winning claim. Like I said, someone from MLB doesn't call Tampa Bay and say "You want this dude?", wait for an answer, and then move on to the next team. Yes, if Tampa Bay places Jonny Gomes on waivers, any claim placed on him by an AL team supercedes a claim placed on him by the Cubs.
