Not sure what you mean. He wasn't touched so theres no way the play was over regardless of a whistle. whistle ends the play even if there is a fumble. You must remember times where there was a fumble that couldn't be reviewed because the play was already dead (blew the whistle thinking it was an incomplete pass or something) And why did it take them two minutes to get to the point of announcing the challenge?
