Both. The one at the footer keeps expanding (covering the box where you post) and will keep coming back no matter how many times you X out of it. The ones "between" posts are actually behind all the post and make the page jump around while its loading -

The ads on mobile are brutal right now. Constantly changing sizes, running in the background, go away when you X out but coming right back, etc. -
