It's definitely having an impact, but I think it could also be potentially beneficial in the right situation.
I could see a strategy for teams who think they're in a competitive window intentionally drafting an older and more developed (physically and experientially) college player who can make an immediate impact while on the rookie scale, allowing for more resources spent elsewhere on the roster. Seeing who takes Mesidor and/or Stukes this year, for example, will be interesting.
