That's pretty cold, but I was always surprised when I lived in Denver at how cold weather often times didn't "feel" that cold. I think it is the thin air and low humidity. 28 degrees in Mississippi where there is massive amounts of humidity would absolutely be bone chilling, but you see people sometimes in Denver walking around in shorts when it is 45 or 50. Nevertheless, 28 degrees is hella cold anywhere you are.
