I don't believe Palmeiro ever testified before a grand jury, but he definitely lied to congress and committed perjury. If Bonds is being prosecuted then Palmeiro should be as well. Palmeiro flunked the steroid test after he testified before Congress. There was no evidence (i.e., a failed drug test) that he had taken roids before his testimony or committed perjury. Did he? probably, but there was no evidence he did so there was never an indictment for perjury. Also, and I may be wrong, but I think that we're talking different jurisdictions. Congress issues its own subpeonas and would issue its own indictments for prosecution by the Justice Dept. Bonds, however, is accused of perjuring himself before a federal grand jury which falls solely within Justice's purview.
