If I'm making fire rules to be followed I'm going to make rules that take as much thinking out of it as possible. It's pretty simple to figure out a rule that states if the ball is hit to the outfield and the outfielder calls for it, let the outfielder catch it. If the outfielder doesn't call for it, he should backup the infielder but let the infielder catch it. Eliminate thinking how many outs, which base(s) occupied, which inning, etc.
