    so that the silent majority speaks more loudly than the squeaky wheel that = the bar owners? not that i'm endorsing this as some great plan, but i'd imagine that's what he meant I just don't know what else they can do, I mean if they can't use it the way they want it's basically going to waste anyway, why allow it to benefit the government that is crippling them? I guess they really can't do this because they have to try to recoup at least some of the money they have put into it. The whole thing really sucks.
