IIRC, every Carolina League spot is open after 2014 (except Salem, which is owned by the Red Sox). That said, you can probably cross off about half the list, as there are several teams that have been in long-standing relationships and seem unlikely to change. I did wonder if the Cubs might consider the Potomac Nationals last year, as there were issues with the P-Nats owner and the Nationals, but that seems to be resolved. After looking a lit bit more, the Potomac Nationals are also up in 2014 (http://washington.nationals.mlb.com/news/article.jsp?ymd=20120316&content_id=27335510&vkey=pr_was&c_id=was). That means 6 of the 8 teams are up, with the exception of the Salem Red Sox (owned by Boston) and the Myrtle Beach Pelicans (owned by Texas). So even if you cross off half, that leaves 3 openings for the Cubs to get in, likely including a team the Cubs used to be associated with. I'm liking their chances, should they decide to go that route.
