    I get the rule. You don't want coaches to throw a flag when they want the booth to review in order to delay the game. That's fine, but you shouldn't be penalized when they are going to automatically review a score or a turnover anyways. In that case, it doesn't delay anything. Right but the coach doesn't know that. I mean especially when he doesn't know the rule. But I see what you are saying. If its a turnover then the coach should know it will be reviewed and has no reason to "delay" the game by throwing the flag.
