    Especially since the draft moved to July. Pitchers stop throwing after their HS/college season and it takes too long to ramp back up (and in the case of college pitchers whose teams go far in the postseason, they probably have racked up a lot of innings). The guys who do pitch in affiliate ball the year they they were drafted tend to be guys who are already ramped up from throwing in summer draft leagues or the Combine.
