Horton is second to Skenes at ESPN and BA. Fourth according to Pipeline with Harrison and Painter ahead of him too. I think Misiorowski is the only other name I would even entertain right now. That said, Harrison is already in the majors and Painter's complicated injury year + TJS would put him behind Horton for me too.

Craig, I think PCA will be up in September and the Cubs will give him every opportunity to be on the 2024 Opening Day roster for a chance at the incentive. Horton and Shaw? I agree with you. (Also, at this point, Caissie looks like he will qualify too but I doubt he has a chance to be in their Opening Day plans.)
  20. CaliforniaRaisin
Doubt they went that far but they probably promised a high start and quick promotions if deserved. Either way, multiple 2022 draftees were already in the bigs by the time of the 2023 draft so that's all the Angels really needed to point to.

The Angels are doing this to a) bring as much talent as possible to try and make the playoffs and re-sign Ohtani and b) possibly because they've found a way to get talent they might not otherwise get or talent they can sign to smaller bonuses with the allure of a quicker promotion to the majors and getting to free agency quicker.
