I suspect, although I really don't have any first hand knowledge, that the court would have given the team some kind guidelines, or threshold as you say, that they can operate within. Given the pending sale, I would think that the court main concern would be that Hendry doesn't do anything that would negatively impact the sale price of the team. This is also what makes the current "snag" in the sale process so interesting.

I would imagine he's working the phones as best he can, but remember, this is still pretty early in the "trade season". While it's not unheard of to see trades made at this time, it is still a bit rare. Another thing that hasn't gotten much press, it's my understanding that with the Tribune still owning the team and with their being in bankruptcy, any move that Hendry would make that will take on more debt has to be signed off on by the bankruptcy court.

Any discussion about Jake Fox deserves an asterisk for sample size warnings, but did you know.... Jake Fox is 5 for 7 as a pinch hitter, and 0 for 6 when he's in the lineup. Lou has said he's going to use Fox as a pinch hitter. I wouldn't expect to see him in the lineup until we get to Detroit next week.
