Interesting perspective. I don't mind this. A GM is never going to evaluate all 300+ draft eligible players or just as many FAs. Being able to manage that whole process goes way beyond being a good talent evaluator yourself. It will be interesting to see how much FO turnover there will be. More executive, less micro manager. What the F is the point in hiring scouts if you don't trust them enough to do their own evals? Looking at this with hindsight, Emery's drafting history makes a bit more sense.
