I thought the story was that he was talking to her on the phone. And the video doesn’t show him being detained by any other officers that I saw so this story doesn’t really add up.

The story I read said she had messaged him that she was dying. Which, if true, makes it that much worse to me that he casually checked his phone for an update then stood still. He wasn't "detained" until a bit later, but he detained himself in the moment.
